This text is an authored STRUCTURAL INDEX of the PBIS Tiered Fidelity Inventory (TFI), not its translation and not its restatement. It holds only tier numbers, subscale names, item counts, and the rules of scoring; the wording of the items themselves and of their scoring criteria is absent from it and is not reproduced in the DSL. This is a deliberate licence boundary: the TFI is distributed by the Center on PBIS at the University of Oregon free of charge for use by schools, but it carries no open licence for electronic reproduction by third parties — pbis.org has no terms-of-use page at all, while the site and its materials bear a copyright notice. The bytes of both revisions are pinned in the package as provenance and are addressed by "page and item number" anchors; no item is quoted. This index is not a normative legal act, not an assessment of any particular school, and not a substitute for the judgement of a PBIS team.

Two revisions of one instrument are pinned. The first is the School-wide PBIS Tiered Fidelity Inventory, version 2.1, by Algozzine, Barrett, Eber, George, Horner, Lewis, Putnam, Swain-Bradway, McIntosh, and Sugai, OSEP Technical Assistance Center on PBIS. The second is the Tiered Fidelity Inventory 3.0, Center on PBIS, February 2025, University of Oregon. Both are pinned as PDF bytes with content hashes; both remain available, and the Center announced a transition period in which version 2.1 is retained alongside version 3.0. This index describes both and distinguishes them wherever they diverge.

An administration of the TFI belongs to a date on the legalTime axis and declares by which revision of the instrument it was carried out. The revision is not inferred from the date: a school may administer the assessment by the earlier revision during the transition period, and it is precisely the declared revision that determines both the item scale and the presence of a percentage criterion. Team duties are attached to the closed window beginning at the date of administration and ending at the declared upper bound.

The instrument is divided into three tiers: Tier 1 — universal features, Tier 2 — targeted features, Tier 3 — individualized features. Each tier is divided into subscales, each subscale holds items, and each item carries an ordinal number within its tier. An item is scored by a whole number of points; no item carries a weight different from the others, and no weighting enters the calculation. Tiers are scored separately or together: an incomplete administration is a normal way of using the instrument rather than a gap.

In revision 2.1 Tier 1 holds fifteen items in three subscales: teams (items 1 and 2), implementation (items 3 through 11), and evaluation (items 12 through 15). Tier 2 holds thirteen items in three subscales: teams (items 1 and 2), interventions (items 3 through 9), and evaluation (items 10 through 13). Tier 3 holds seventeen items in four subscales: teams (items 1 through 4), resources (items 5 through 7), support plans (items 8 through 13), and evaluation (items 14 through 17).

In revision 3.0 both the item counts and the composition of the subscales changed. Tier 1 holds twenty items in four subscales: leadership team, practices, systems, and data. Tier 2 holds fifteen items in four subscales: leadership team, leadership team practices, systems, and data. Tier 3 holds nineteen items in five subscales: leadership team, leadership team practices, systems, data, and individualized support. The subscale compositions of the two revisions agree neither in names nor in number, and this index builds no mapping of one onto the other.

In revision 2.1 an item is scored by three gradations: 0 — not implemented, 1 — partially implemented, 2 — fully implemented. In revision 3.0 there are five gradations, from 0 — not implemented to 4 — fully implemented. The upper bound of the scale is pinned by an A3 parameter separately for each revision and is selected by the declared revision of the administration rather than by the date. A score outside the bounds of its own scale is an input error and is named separately: it is neither rounded nor silently discarded.

The possible points of a tier equal the number of its scored items multiplied by the upper bound of the scale; no weighting applies. Revision 2.1 states a general rule: a score of seventy percent of the possible points for a tier is accepted as a level of implementation that will result in improved student outcomes. The percentage is not computed by division: the criterion is checked by cross multiplication — the points awarded, multiplied by one hundred, are compared with the percentage threshold multiplied by the possible points. The threshold is pinned by an A3 parameter. If a tier declared as administered holds not a single scored item, the aggregate of its points is undefined and the computation must end in a loud empty-aggregate problem rather than in a zero: to declare a tier administered and to score none of its items is a contradiction of input, not an empty result. The incomplete administration of which section 4 speaks means skipping a TIER as a whole, not an administered tier without a single score.

Revision 3.0 names no percentage criterion of fidelity. It speaks of repeated administrations until fidelity is reached across three consecutive administrations, but it gives no number separating fidelity reached from fidelity not reached. This index invents no number and does not carry the threshold of revision 2.1 over to revision 3.0: an administration by revision 3.0 receives an explicit assertion that the criterion is not stated by the source, and receives no verdict of fidelity at all. The silence here is an answer of the source, not a gap in the index.

The instrument requires a school to hold documented rules for assigning students to second- and third-tier support and for exiting it, but it establishes no thresholds of its own. The thresholds of referrals and the outcome of screening therefore arrive as school data rather than as parameters of the instrument: the school declares the referral threshold for entry to the second tier, the referral threshold for exit from it, and the referral threshold for entry to the third tier. The grounds of entry are independent and are written separately: referrals not below the threshold is one ground, a positive screening outcome is another. Exit from the second tier is indicated when referrals have fallen to no more than the exit threshold. Entry to the third tier is indicated at referrals not below its own threshold, or upon exhaustion of the second tier without response.

A student passes through the stages: first tier only, second tier, third tier, and completed support. First tier only is initial. The transition to the second tier is opened by an indicated second-tier entry; to the third, by an indicated third-tier entry; the return from the second tier to the first, by an indicated exit; the return from the third to the second, by an indicated third-tier exit. Completed support is reached from the first tier after an indicated second-tier exit and is the terminal stage. There is no exit from completed support: resumption is a new assignment. The boundary is declared deliberately.

For each administration an achievement duty of the team toward the school arises to record the result of the administration within the closed window of its date. For each school applying the second or third tier an achievement duty arises to hold documented rules of assignment and exit. For each administration an achievement duty arises to review the fidelity data. Performance and its absence are equally reported as explicit facts; after the window closes an explicit non-performance is visible as a violation. The "possible points of a tier" calculation returns the product of the number of scored items and the upper bound of the scale of the declared revision. The boundaries of this version are named explicitly: the index reproduces neither the wording of the items nor of their scoring criteria, builds no mapping of the subscales of revision 2.1 onto those of revision 3.0, and models neither the item report, nor action planning, nor the tools of appendices A–D of either revision; all of these remain outside the model rather than being declared nonexistent.

The hash beside the text is the sha256 of its exact bytes. It is the check that the text shown matches the one pinned in the package: a divergence fails the oracle’s static analysis.
