This text is an authored exposition of the noncontingent reinforcement (NCR) procedure within the methodology of Applied Behavior Analysis. It is not a normative legal act, a medical prescription, or a substitute for an individual functional assessment and clinical judgement. The exposition fixes a reproducible form of the delivery schedule, journaling, procedural-integrity monitoring, and schedule thinning; the choice of reinforcer, of target behavior, and of the initial schedule density must rest on a functional assessment of the individual learner.section/2 · article · referenced by: 10

The learner receives reinforcement on a schedule, the implementer makes the deliveries and keeps the journal, and the NCR plan belongs to exactly one learner and names one observable, operationally defined target behavior whose reduction the procedure pursues. Reinforcement is delivered independently of behavior: whether the target behavior occurs or not changes neither the moment of a delivery nor its content. A delivery made in the wake of the target behavior is a departure from the procedure, not its execution.Referencing norms: ContingentDeliveryIsADepartureFromTheProcedure, Implementer, Learner, NcrPlan, WithholdContingentDeliveryDuty, WithholdContingentDeliveryWithinSession, contingent_delivery_recorded, ncr_plan, plan_learner, procedure_departure

The session date belongs to the legalTime axis and is the only calendar quantity of this exposition. Time inside a session is measured as a whole number of seconds from the start of the session (the within-session offset) and is not a calendar quantity: offsets are not converted to dates, take no part in deadline computation, and read no calendar. Implementer duties are attached to the closed window of the session date, beginning at the session date and ending at the declared upper bound of that same date.Referencing norms: DeclareSessionJournalCompleteDuty, DeclareSessionJournalCompleteWithinSession, DeliverScheduledReinforcerDuty, DeliverScheduledReinforcerWithinSession, DeliveryWithinToleranceWindow, WithholdContingentDeliveryDuty, WithholdContingentDeliveryWithinSession, delivery_offset_seconds, session_date, session_window_end

The schedule is given by four thinning steps Step1, Step2, Step3, and Step4; each step carries an inter-delivery interval in seconds, pinned by a set of A3 parameters and selected by legalTime. The planned moments of a step are multiples of the interval: for ordinal number k the planned moment equals the product of k and the interval of the step. A session declares the step at which it was conducted, and a plan declares the ordinal numbers of its planned deliveries; the list of numbers is journal data, not an inference. The exposition contains no random quantities: a variable-time schedule is expressed as a pinned list of intervals, not as a generator.Referencing norms: NcrThinning, NcrThinning/AdvanceToStep2, NcrThinning/AdvanceToStep3, NcrThinning/AdvanceToStep4, NcrThinning/CompleteThinning, NcrThinning/RollbackToStep1, NcrThinning/RollbackToStep2, NcrThinning/RollbackToStep3, NcrThinning/Step1Active, NcrThinning/Step2Active, NcrThinning/Step3Active, NcrThinning/Step4Active, NcrThinning/Thinned, NcrThinningState, NcrThinningStep, NcrThinningTransition, ScheduledMomentAtStep1, ScheduledMomentAtStep2, ScheduledMomentAtStep3, ScheduledMomentAtStep4, Step1IntervalSeconds/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Astep1-interval-seconds%23r-1/definition, Step2IntervalSeconds/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Astep2-interval-seconds%23r-1/definition, Step3IntervalSeconds/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Astep3-interval-seconds%23r-1/definition, Step4IntervalSeconds/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Astep4-interval-seconds%23r-1/definition, ThinningStep, attempted_transition, current_state, delivery_index, entered_state, initial_state, left_state, procedure_instance, scheduled_moment, session_at_step, state_before, valid_transition

A delivery is credited to a planned moment if its within-session offset differs from that planned moment by no more than the tolerance parameter in either direction. The journal states which planned number the implementer assigns the delivery to. A delivery assigned to a planned number but differing from it by more than the tolerance is preserved by the journal as an attempt without legal effect: it does not cover the planned delivery and does not release the duty. Such a record is neither deleted nor rewritten.Referencing norms: CoverPlannedDeliveryByOnScheduleRecord, DeliveryAfterToleranceWindow, DeliveryBeforeToleranceWindow, DeliveryToleranceSeconds/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Adelivery-tolerance-seconds%23r-1/definition, DeliveryWithinToleranceWindow, delivery_claimed_index, delivery_on_schedule, delivery_without_effect, planned_delivery_covered

A delivery record has an identity of its own and carries the session, the within-session offset, the claimed planned number, and the implementer. A session carries the date, the plan, the step, the implementer, the upper bound of the duty window, the observation length in minutes, and the number of episodes of the target behavior. Journal completeness is asserted explicitly: a session is declared either complete or incomplete, and journal silence replaces neither assertion. An incomplete session is unfit for criterion checking and enters no window.Referencing norms: DeclareIncompleteSessionUnreliable, DeclareSessionJournalCompleteDuty, DeclareSessionJournalCompleteWithinSession, DeliveryRecord, ObserveCompleteSession, ObserveSessionDeliveryImplementer, Session, delivery_implementer, delivery_record, delivery_session, session_delivery_by, session_duration_minutes, session_implementer, session_journal_complete, session_journal_incomplete, session_measurement_unreliable, session_observed, session_plan, session_record, session_target_behavior_count

For each planned moment of a session an achievement duty of the implementer toward the learner arises: the planned delivery must be performed and recorded within the closed window of the session date. Performance is reported by the journal as an explicit fact; an omission is reported by the explicit opposite fact, and after the window closes such an omission is visible as a violation. For each observed session an achievement duty arises to make no delivery that follows the target behavior; compliance and departure are equally reported by the journal as explicit facts. For each session an achievement duty arises to declare the journal complete. The procedural-integrity audit consists of enumerating these positions.Referencing norms: DeclareSessionJournalCompleteDuty, DeclareSessionJournalCompleteWithinSession, DeliverScheduledReinforcerDuty, DeliverScheduledReinforcerWithinSession, WithholdContingentDeliveryDuty, WithholdContingentDeliveryWithinSession, no_contingent_delivery_in_session, scheduled_delivery_fulfilled

The number of delivery records of a session is counted directly over the journal records. The numbers of observed, qualifying, and above-threshold sessions of a window, by contrast, arrive as materialized data of the same journal: v1 does not aggregate over an already derived predicate without the completeness barrier of §111. A materialized aggregate is not an independent clinical assertion and must be reproducible from the pinned journal records. The level of target behavior is not computed by division. The condition "the level is not above the working threshold" is checked by cross multiplication: the number of episodes multiplied by one hundred does not exceed the working threshold per hundred minutes multiplied by the observation length in minutes. The condition "the level is above the working threshold" is the strict reversal of the same comparison. A session of zero length checks no threshold.Referencing norms: CountSessionDeliveries, SessionAboveTargetRateByCrossMultiplication, SessionAtOrBelowTargetRateByCrossMultiplication, TargetRateCeilingPerHundredMinutes/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Atarget-rate-ceiling-per-hundred-minutes%23r-1/definition, session_above_target_rate, session_at_or_below_target_rate, session_delivery_count

A review window belongs to a plan, a step, and a purpose — advancement or rollback. Advancement is established if the window holds no fewer than the parameterized number of consecutive observed sessions and each of them is not above the working threshold. Rollback is established if the window holds no fewer than the same number of consecutive observed sessions and each of them is above the working threshold. Consecutiveness means an interval of observed sessions of the plan between whose outermost sessions there is no observed session of the opposite outcome. Established advancement opens the forward transition; established rollback opens the backward transition.Referencing norms: ConsecutiveSessionCount/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Aconsecutive-session-count%23r-1/definition, EstablishAdvanceCriterion, EstablishRollbackCriterion, MakeAdvanceTransitionReady, MakeRollbackTransitionReadyFromWindow, NcrThinning, NcrThinning/AdvanceToStep2, NcrThinning/AdvanceToStep3, NcrThinning/AdvanceToStep4, NcrThinning/CompleteThinning, NcrThinning/RollbackToStep1, NcrThinning/RollbackToStep2, NcrThinning/RollbackToStep3, NcrThinning/Step1Active, NcrThinning/Step2Active, NcrThinning/Step3Active, NcrThinning/Step4Active, NcrThinning/Thinned, NcrThinningState, NcrThinningStep, NcrThinningTransition, ReviewPurpose, ReviewWindow, above_session_count, advance_criterion_met, advance_ready, at_or_below_session_count, attempted_transition, current_state, entered_state, initial_state, left_state, observed_session_count, procedure_instance, review_window_plan, review_window_purpose, review_window_record, review_window_step, rollback_criterion_met, rollback_ready, sessions_to_criterion, state_before, valid_transition

A plan passes through the stages Step1Active, Step2Active, Step3Active, Step4Active, and Thinned. Step1Active is initial and is the densest schedule; Thinned is terminal and means that the last pinned interval has been reached. The forward transition leads from the stage of a step to the stage of the next step, and from Step4Active into Thinned. The backward transition leads from the stage of a step to the stage of the previous step. There is no rollback out of Step1Active: the exposition defines no denser schedule, and a demand for rollback at that stage remains without a transition. There is no exit from Thinned: resuming the procedure after thinning is complete is a new plan. Both boundaries are declared deliberately.Referencing norms: MakeAdvanceTransitionReady, MakeRollbackTransitionReadyFromSpike, MakeRollbackTransitionReadyFromWindow, NcrThinning, NcrThinning/AdvanceToStep2, NcrThinning/AdvanceToStep3, NcrThinning/AdvanceToStep4, NcrThinning/CompleteThinning, NcrThinning/RollbackToStep1, NcrThinning/RollbackToStep2, NcrThinning/RollbackToStep3, NcrThinning/Step1Active, NcrThinning/Step2Active, NcrThinning/Step3Active, NcrThinning/Step4Active, NcrThinning/Thinned, NcrThinningState, NcrThinningStep, NcrThinningTransition, advance_ready, attempted_transition, current_state, entered_state, initial_state, left_state, procedure_instance, rollback_ready, state_before, valid_transition

The exposition acknowledges that a sharp rise of the target behavior must lead to an immediate return to a denser schedule, and it does not settle the dispute about what measures that rise. The first reading treats as a spike a session whose level is above a separate absolute spike threshold established by a parameter. The second reading treats as a spike a session whose level has reached a declared share of the plan's baseline level; the baseline level is reported by the journal as a number of episodes and an observation length, and the comparison is made by cross multiplication without division. The readings are declared as named interpretations and are deliberately not collected into a group with a mandatory selection: the base theory is silent on the spike question, and that silence is an answer, not a gap. The context of the case chooses the reading.Referencing norms: MakeRollbackTransitionReadyFromSpike, SpikeBaselineSharePercent/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Aspike-baseline-share-percent%23r-1/definition, SpikeByAbsoluteThreshold, SpikeByBaselineComparison, SpikeCeilingPerHundredMinutes/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Aspike-ceiling-per-hundred-minutes%23r-1/definition, SpikeEstablishedByAbsoluteReading, SpikeEstablishedByBaselineReading, plan_baseline_count, plan_baseline_minutes, spike_session, spike_under_absolute_reading, spike_under_baseline_reading

The "interval in force" calculation returns the first planned moment of a session: it equals the interval of the step and is expressed in seconds, not in dates. The boundaries of this version are named explicitly: the exposition models neither an admixture of DRO (reinforcement for the absence of behavior in an interval), nor competition among several reinforcers at once, nor extinction with its characteristic response burst, nor the adventitious reinforcement noted by Vollmer, Ringdahl, Roane, and Marcus (1997); all of these remain outside the model rather than being declared nonexistent.

Referencing norms: ContingentDeliveryIsADepartureFromTheProcedure, Implementer, Learner, NcrPlan, WithholdContingentDeliveryDuty, WithholdContingentDeliveryWithinSession, contingent_delivery_recorded, ncr_plan, plan_learner, procedure_departure

Referencing norms: ConsecutiveSessionCount/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Aconsecutive-session-count%23r-1/definition, EstablishAdvanceCriterion, EstablishRollbackCriterion, MakeAdvanceTransitionReady, MakeRollbackTransitionReadyFromWindow, NcrThinning, NcrThinning/AdvanceToStep2, NcrThinning/AdvanceToStep3, NcrThinning/AdvanceToStep4, NcrThinning/CompleteThinning, NcrThinning/RollbackToStep1, NcrThinning/RollbackToStep2, NcrThinning/RollbackToStep3, NcrThinning/Step1Active, NcrThinning/Step2Active, NcrThinning/Step3Active, NcrThinning/Step4Active, NcrThinning/Thinned, NcrThinningState, NcrThinningStep, NcrThinningTransition, ReviewPurpose, ReviewWindow, above_session_count, advance_criterion_met, advance_ready, at_or_below_session_count, attempted_transition, current_state, entered_state, initial_state, left_state, observed_session_count, procedure_instance, review_window_plan, review_window_purpose, review_window_record, review_window_step, rollback_criterion_met, rollback_ready, sessions_to_criterion, state_before, valid_transition

Referencing norms: MakeAdvanceTransitionReady, MakeRollbackTransitionReadyFromSpike, MakeRollbackTransitionReadyFromWindow, NcrThinning, NcrThinning/AdvanceToStep2, NcrThinning/AdvanceToStep3, NcrThinning/AdvanceToStep4, NcrThinning/CompleteThinning, NcrThinning/RollbackToStep1, NcrThinning/RollbackToStep2, NcrThinning/RollbackToStep3, NcrThinning/Step1Active, NcrThinning/Step2Active, NcrThinning/Step3Active, NcrThinning/Step4Active, NcrThinning/Thinned, NcrThinningState, NcrThinningStep, NcrThinningTransition, advance_ready, attempted_transition, current_state, entered_state, initial_state, left_state, procedure_instance, rollback_ready, state_before, valid_transition

Referencing norms: MakeRollbackTransitionReadyFromSpike, SpikeBaselineSharePercent/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Aspike-baseline-share-percent%23r-1/definition, SpikeByAbsoluteThreshold, SpikeByBaselineComparison, SpikeCeilingPerHundredMinutes/value/urn%3Aaba%3Aclir%3Ancr%3Aparam%3Aspike-ceiling-per-hundred-minutes%23r-1/definition, SpikeEstablishedByAbsoluteReading, SpikeEstablishedByBaselineReading, plan_baseline_count, plan_baseline_minutes, spike_session, spike_under_absolute_reading, spike_under_baseline_reading
