This text is an authored exposition of the assessment of the evidentiary quality of a teaching programme in the methodology of Applied Behavior Analysis: the quality of the data, the coverage of the programme goals, the temporal dynamics of observations, and the comparison of the plan with the records. It is not a normative legal act, a medical prescription, a diagnostic instrument, or a substitute for clinical judgment; the coverage verdicts are assertions about the DATA of the programme, not about the state of the learner and not about the quality of a practitioner's work. The choice of programme goals, their operational definitions, and the clinical meaning of the verdicts obtained is not stated by this exposition and must rest on clinical assessment. The vocabulary of the learner, the skill, the session, the record, and the teaching target is taken from the authored exposition of the vocabulary of skills and records and is not redefined here; the facts of that exposition do not cross the package boundary, and therefore this exposition declares inputs of its own.

A programme (Program) belongs to exactly one learner and has a start date; the programme lead (ProgramLead) declares the goals, their criteria, and the quality of observations. A programme goal (ProgramGoal) belongs to exactly one programme and to one teaching target of the vocabulary and is the unit of coverage: verdicts are made about a programme goal, not about the programme as a whole. A programme is fully supplied if the journal has named its learner, the learner is supplied to the case, and the start date of the programme is declared. A programme goal is declared by the plan if the journal has reported it by an explicit fact; the plan and the records are two different assertions, and section 13 compares them. A programme goal is fully supplied if its programme is fully supplied, the journal has named its teaching target, and that target is supplied to the case; a coverage verdict is made only about a fully supplied goal.

The programme start date, the goal introduction date, and the observation date belong to the legalTime axis and are the only calendar quantities of the exposition. Counts of observations and gaps in days are measured by whole numbers: a gap is an already computed number of days, not a date. The duties of the programme lead are attached to closed windows beginning on the goal introduction date or on the observation date and ending at the declared upper bound of the same date.

Evidence quality (EvidenceQuality) is a closed enumeration of three members: direct observation (Direct), indirect report (Indirect), and absence of evidence (Absent). Direct observation means a record made in a session under the operational criterion of the goal; an indirect report means information obtained outside a session and unconfirmed by a record; absence of evidence means an observation declared by the journal to have taken place but yielding no data. Quality is pinned to an observation by an explicit fact of the journal, and the observation-to-quality relation has the observation itself as its key: two different qualities for one observation are a key conflict, and the journal declares it loudly rather than choosing between them. No quality is derived from another: the enumeration is closed, and the difference of two of its members is not expressible inside a rule body, so assertions about qualities are written one per quality.

The operational criterion of a goal consists of three named parts: the measured quantity, the threshold value, and the decision rule about attainment. The criterion is closed if the journal has declared all three parts by explicit facts; a criterion for which not every part is declared is not closed. Closedness of the criterion is the condition of every coverage verdict rather than its ornament: no verdict is made at all about a goal with an unclosed criterion, and that silence is an answer about the DATA, not a conclusion about the goal.

An observation of a goal is a session assigned by the journal to a programme goal, with a declared date and a declared quality. An observation without a declared quality enters no count: quality is a condition of accounting, not a property of a report. One session may be an observation of several programme goals, and the quality is declared for each pair of goal and session separately.

The number of observations of a goal is the number of sessions the journal assigns to the goal and is counted directly over the journal records. The number of direct observations of a goal is the number of its observations of direct-observation quality and is counted by the same enumeration with a restriction on quality. The number of indirect reports of a goal is counted in the same way with a restriction on the indirect quality. All three counts run over empirical journal records and do not touch the completeness barrier. The number of observations without evidence is counted by the same enumeration restricted by the third quality: an observation that took place and yielded no data is data about the accounting, not a gap in it.

The coverage verdict (CoverageVerdict) is a closed enumeration of three members: supported by the data (Supported), partially supported (PartiallySupported), and unsupported by the data (UnsupportedByData). The verdicts are assertions about the completeness and quality of the DATA on a goal, not about the attainment of the goal by the learner: a goal may be attained on data that do not support it, and unattained on complete data.

A programme goal is supported by the data if its criterion is closed, the number of direct observations is not less than the parametric minimum number of supporting observations, and the observation gap does not exceed the parametric limit. A goal is partially supported if its criterion is closed and the number of direct observations is not less than the parametric minimum for partial support and less than the minimum number of supporting observations. A goal is unsupported by the data if its criterion is closed and the number of direct observations is less than the minimum for partial support. No verdict is made about a goal with an unclosed criterion: all three rules read the closedness of the criterion as their first premise, and there is nothing with which to bypass it.

The largest gap in days between adjacent observations of a goal arrives as materialized data of the same journal: computing the largest gap requires comparing pairs of observations, while the exposition makes do with one binder of enumeration and does not enumerate pairs. The materialized gap is not a clinical assertion of its own and must be reproducible from the pinned dates of the journal. The observation gap of a goal is within the limit if the materialized number of days does not exceed the parametric maximum permitted gap. A gap that has exceeded the limit is named separately and withdraws support by the data without affecting partial support: rare but high-quality observations remain data, yet do not become a complete series.

A programme goal is novel if the journal has declared the date of its introduction and that date is later than the start date of the programme. A goal for which no introduction date is declared is neither novel nor old: no assertion about novelty is made about it at all, and the absence of such an assertion is an absence of DATA about the date, not a conclusion about the goal. The distinction matters for the report: a programme not one of whose goals has a declared introduction date supplies the assertion about novelty with not a single case, and such an assertion must be read as vacuous rather than as refuted.

The set of declared programme goals is declared closed with respect to support by the data: a goal for which support is not derived receives an explicit negative, and the assertion “the goal is not supported by the data” is derived rather than the silence of the journal. The same closure is declared with respect to observedness: a goal not one observation of which the journal has reported receives an explicit negative of observedness, and the assertion “the goal was not observed” is likewise derived.

The comparison of the plan with the records consists of two assertions and is made for each goal separately. A goal declared by the plan and having not a single observation is a divergence of the plan from the records on the side of the plan: the plan promised an observation, the journal does not contain it. A goal having observations and not declared by the plan is a divergence on the side of the records: the journal contains work the plan did not name. The set of declared goals is closed with respect to declaration by the plan as well, so the second divergence is derived rather than guessed from silence. Both divergences are assertions about accounting, not about the correctness of the work.

The exposition acknowledges that a goal whose direct observations are insufficient while indirect reports exist requires a decision, and it does not settle the dispute about what that decision should be. The presence of indirect support is a reporting assertion of the base theory: the number of indirect reports of the goal is not less than one, and the number of direct observations is less than the minimum number of supporting observations. What follows from this the base theory does not derive. The first reading treats an indirect report as a ground to raise the accounting of the goal to partial support: information obtained outside a session is data, albeit of worse quality. The second reading treats indirect support as a ground to flag the goal as requiring direct measurement: information outside a session is not data under the operational criterion and cannot replace them. The readings are declared as named interpretations and are deliberately not gathered into a group with a mandatory choice: the base theory is silent on the question of the indirect report, and that silence is an answer, not a gap. The choice of a reading is made by the context of the case.

For every programme goal whose introduction date is declared there arises an achievement duty of the programme lead toward the learner to declare the operational criterion of the goal within the closed window of the introduction date; declaration and departure are alike reported by the journal as explicit facts, and after the window closes a departure is visible as a violation. For every observation of a goal there arises an achievement duty to declare the quality of the observation within the closed window of the observation date. The audit of programme keeping consists in enumerating these positions.

The calculations “number of observations of a goal”, “number of direct observations”, and “number of indirect reports” return the numbers of sessions the journal assigns to the goal without a restriction and with a restriction on quality, and are counted directly; the largest observation gap is not a calculation and arrives as data of the journal. The boundaries of this version are stated explicitly: the exposition models neither the visual analysis of a graph and its rules (Parsonson & Baer, 1978), nor statistical effect-size measures for a single case, nor single-case research design standards and their evidence levels (Horner, Carr, Halle, McGee, Odom, & Wolery, 2005; Kratochwill et al., 2012; Maggin & Odom, 2014; Maggin, Talbott, Van Acker, & Kumm, 2017), nor social validity as a measurement of its own (Wolf, 1978), nor interobserver agreement, nor the selection of a measurement procedure by response class (LeBlanc, Raetz, Sellers, & Carr, 2015; Fiske & Delmolino, 2012), nor maintenance of a skill beyond the mastery criterion (Richling, Williams, & Carr, 2019). All of the listed remains outside the model rather than being declared nonexistent; the coverage verdicts of this exposition are assertions about the completeness of the data and are not evidence levels of the standards listed, and the numeric values of the parameters are authored working quantities and are not constants of the literature listed.
